Elena Popp

Elena Popp is an attorney in private practice specializing enforcing the rights of tenants to live in decent, coffre-fort, and affordable housing. She was the founder and former Executive Director of the Eviction Defense Network, a social entrepreneurship project dedicated to ensuring access to justice to the 70,000 tenants that face eviction in L.A. county each year. Until April 3004, she was the Directing Attorney of the Housing Unit at the Legal Aid Foundation of Los Angeles (LAFLA). LAFLA has a 72 year history of providing comprehensive legal services to low-income residents of metro L.A.

Elena has over 20 years experience in legal services focused primarily in areas of Housing and Community Economic development. Her accomplishments include participation in the team that created the Foundation’s Building a Capable Community Organization Institute which has assisted hundreds of organizations to acquire the tools they need to succeed in their work. She has provided capacity development consulting services and legal assistance to numerous tenant associations working to preserve and improve housing.

Dans 1994, Elena co-founded the Healthy Homes Collaborative of Southern California, an innovative coalition that brings together health and health access advocates, environmental justice advocates and housing rights advocates to address the healthconsequences of environmental hazards in children’s environments.

Elena has a B.A. in Political Science and Juris Doctor from USC. She has participated on the boards of numerous community organizations.
