Councilmember Bernard C. Parks is serving his third term as Los Angeles City Councilmember for the Eighth Council District. One of the most densely populated areas in South Los Angeles, Parks represents nearly 250,000 people. During his first year in office he was appointed Chair of the Budget and Finance Committee where he implemented prudent fiscal policies in tough financial times that steered the city clear of bankruptcy.  Parks helped the Eighth Council District become the leading district in job creation six years in a row.

Councilmember Parks announced a $50,000 reward for information leading to the identification, apprehension, and conviction of the person or persons responsible for the death of Treva Arnold.

On January 4, 2015 at approximately 2:35 a.m., 39-year-old Treva Arnold was attempting to cross the street at the intersection of Slauson and Denker Avenues in Los Angeles when she was struck by a vehicle described as a silver or tan car, possibly a Honda, Toyota, or Volkswagen, that was travelling east on Slauson Avenue. The driver of the vehicle fled the scene of the collision, failing to stop or render aid to Ms. Arnold, who was killed by the impact. Detectives are continuing to investigate this case and hope that a monetary reward compels members of the public to provide information on this crime.
